长安链2.3.1版本batch交易池重复校验

【问题描述】
- 1.使用batch交易池时，分别在module/rpcserver/api_service.go:119和/pkg/mod/chainmaker.org/chainmaker/txpool-batch/v2@v2.3.1/batch_tx_validator.go:293重复调用utils.VerifyTxWithoutPayload方法。normal和single交易池都只在source == protocol.P2P时进行该校验。
